Signing of Protocol of Cooperation between the Islamic Republic of Afghanistan and the Republic Georgia

by the Ministers of Foreign Affairs of two countries

KABUL-Dr. Zalmai Rassoul, Minister of Foreign Affairs of the Islamic Republic of Afghanistan met with Grigol Vashadze, Minister of Foreign Affairs of Georgia, today afternoon at the Ministery of Foreign Affairs. Subsequently, the Protocol of Cooperation between the Ministeries of Foreign Affairs of the Islamic Republic of Afghanistan and the Republic of Georgia was signed by the Foreign Ministers of two countries.

 

“The Government and the Nation of the Islamic Repulic of Afghanistan are greatful for the assisstances of the friendly country, the Republic of Georgia in the field of reconstruction and building of the country and appreciate the sacrifices by the Georgian troops withen the ISAF forces engaged in security and sternghting stability in Helmand Province, and will not forget the cooperation,” said Dr. Rassoul.

 

“ The Islamic Republic of Afghanistan wishes for the continued  cooperation of Georgia. We also need the continued cooperation of the inernational community, particularly, the friendly couteries in the context of  sucssessful transition of security responsibilities to the Afghan national security forces after the end of process.”, added the Foreign Minister.

 

Mr. Vashadze said that Georgia will continue its cooperation with Afghanistan.  He said, “ I am here to convey the message of my President, my people – that when it comes to Georgia, you have a friend. This friend will stay with you.”

 

Ministers of Foreign Affairs of the two countries with the signing of the Protocol of Cooperation emphasized on further enhancing  and deepening of the relations between the parties. Both sides agreed to establish a joint commission in order to further enhance the bileteral relations and cooperation.

 

The Protocol of Cooperation between the Islamic Republic of Afghanistan and the Republic of Georgia extends to the strengthening of biletral relations in different areas of politics, economy, culture and training.

 

The political relations between Afghanistan and Georgia was established in 1995.

 

Currently, 937 Georgian troops are engaged in securing peace in Helmand province.

Foreign Minister Rassoul meets U.S., German, Australian counterparts and senior Chinese and Japanese officials on sideline of Munich Security Conference

KABUL – H.E. Foreign Minister Dr. Zalmai Rassoul, attending the 48th Munich Security Conference in Germany (February 3-5), held several important bilateral meetings with his counterparts and other senior officials from the United States, Germany, Australia, China and Japan.

On February 3, Dr. Rassoul met with his Australian and German counterparts Mr. Kevin Rudd and Dr. Guido Westerwelle.

The Australian and German Foreign Ministers reiterated their respective countries’ long-term commitment of support and assistance to Afghanistan, including to the ongoing Transition Process through the end of 2014 as agreed in Lisbon between Afghanistan and the international community.

Mr. Westewelle said Germany will be a “reliable partner” for Afghanistan beyond the end of the Transition Process.

“This is also the message of our parliament,” he told Dr. Rassoul. “So this is a strong message to the people of Afghanistan that there is strong support for Afghanistan not only from the German government but also from German opposition political parties. I would like you to please take this message back to President Karzai and the Afghan people.”

Dr. Rassoul repeated the Afghan government’s gratitude to Germany for the exceptional arrangements made for the International Afgfhanistan Conference in December and its success in sending a resounding message of the international community’s solid and long-term commitment of support and assistance to Afghanistan during the Transformation Decade (2015-2025).

“The effect of Bonn among the Afghan people was tremendously positive and a reassuring signal that our friends and allies will stay with us beyond 2014,” he said. “So I cannot thank you enough for all that you did in making the conference such a success.”

Mr. Rudd also reiterated his government’s long-term development assistance to Afghanistan, which will be an important element of the discussions between Afghanistan and Australia over a bilateral long-term strategic partnership agreement. “Development will also be a large part of our post-2014 engagement in Afghanistan,” he said.

On February 4, Dr. Rassoul met with U.S. Secretary of State Hillary Clinton and the Chinese Vice Minister of Foreign Affairs Mr. Zhang Zhijun.

Secretary Clinton reiterated that U.S. Defense Secretary Panetta’s statement on transferring lead responsibility for combat operations to Afghan National Security Forces starting in 2013 did not mean a change to the Transition Process agreed in Lisbon.

“There was no intention to send a signal that our policy is changing,” she said. “We know that Afghan national security forces have to take the lead, but we will be there through a combat capacity through 2013 and 2014 to support them.” 

Both sides also discussed the ongoing strategic partnership dialogue between Afghanistan and the United States and the preparations for the NATO leaders summit in Chicago in May. They specifically stressed the need for concrete outcomes from the Chicago summit on the long-term funding of Afghan national security forces.

The Chinese Vice Minister of Foreign Affairs and Dr. Rassoul stressed the historic, peaceful and close friendship and cooperation between Afghanistan and China.

Dr. Rassoul underlined the mutual benefits of existing and additional Chinese investments in Afghanistan’s mining sector for both countries.

Dr. Rassoul also met with the Japanese Parliamentary Vice Minister for Foreign Affairs, Mr. Joe Nakano, on February 5.

Mr. Nakano provided an update on the Japanese government’s preparations for the Tokyo conference on Afghanistan scheduled for July this year.

“In Tokyo we need to have a strategic design for Afghanistan’s growth,” Mr. Nakano said. “We need clear commitments from the global community and clear outcomes” from the conference.

“We will do our best to make Tokyo a success,” he said.

Both sides also stressed the need for continuing efforts on the part of the Afghan government to improve governance across the country, including through continued necessary reforms and fighting corruption.

Dr. Rassoul repeated the sincere and heart-felt gratitude and appreciation of the Afghan people and government in all his meetings for the steadfast support and tremendous sacrifices of the international community to Afghanistan’s security and development now and in the long term.

Joint communiqué between Afghanistan and Pakistan for strengthening bilateral cooperation 

The Foreign Minister of the Islamic Republic of Pakistan, Her Excellency Hina Rabbani Khar visited Afghanistan on 1st February 2012, at the invitation of the Afghan Foreign Minister, His Excellency Dr. Zalmai Rassoul. The two Foreign Ministers held bilateral talks. Foreign Minister Hina Rabbani Khar also called on His Excellency  Hamid Karzai, President of the Islamic Republic of Afghanistan.

The two sides held in-depth consultations to work out a program of enhanced engagement for promoting bilateral cooperation in diverse fields, and:

Re-affirmed the historical, cultural and religious bonds of friendship that exist between the two neighboring countries and their people;

Reiterated commitment to steer bilateral relations in accordance with the principles of sovereignty, territorial integrity, independence, mutual respect and the UN Charter;

Agreed that a strong, robust and independent bilateral relationship would greatly contribute to peace and stability in the region;

Emphasized the need of working together towards enhanced bilateral engagement for deepening interaction in diverse fields including security, development, transit, trade, economic and investment linkages, infrastructure and energy connectivity and people to people contacts for harnessing mutual benefits;

Recognized that terrorism and extremism are common challenges that require a common approach and close cooperation in dealing with these challenges;

The Pakistan side re-affirmed that they fully support and stand by the Afghan nation as they determine their own future;

Agreed that an Afghan-led and Afghan–owned reconciliation process was vital for reaching an intra-Afghan political settlement with a view to achieving long term peace, stability and progress in Afghanistan, and that it required taking necessary steps in the specific areas  requested  by the government of Afghanistan to facilitate the peace process;  

Agreed to operationalize, on priority basis, a Joint Commission to address the prisoners issue as announced during the visit of President Karzai to Islamabad in June 2011;

Expressed satisfaction that due to increasing economic and commercial interaction between the two countries, documented annual bilateral trade has reached the level of $2.5 billion;

Agreed that facilitative steps should be taken to further enhance bilateral trade and achieve the target set by the leadership of $5 billion annual trade by 2015;

Acknowledged contribution of Prime Minister of Pakistan’s 2000 scholarships scheme in facilitating higher education opportunities for Afghan students in Pakistan universities. More than 1400 Afghan students have so far benefited from this scheme, while some 7000 Afghan students are enrolled in Pakistani universities and professional colleges;

Agreed to finalize on priority basis, a Memorandum of Understanding (MoU) for abolition of visa for diplomats;

Emphasized the need of working out a plan for promoting infrastructure and energy sector connectivity;

Agreed to explore donor funding for building Peshawar-Jalalabad and Quetta-Kandahar railways to facilitate the movement of goods and peoples between the two countries;

Reaffirmed that enhanced regional connectivity will be beneficial to stimulate economic growth and trade. In this regard, priority should be given to Turkmenistan-Afghanistan-Pakistan India (TAPI) gas pipeline and CASA-1000 projects;

Recognized the need of jointly pursuing trade and transit agreement with Central Asian states; and

Agreed to consult for developing a framework for mutually beneficial cooperation in the field of mines and minerals and also give priority attention to the development of infrastructure for achieving shared progress and prosperity.

The Pakistani side said they looked forward to welcome H.E. President Karzai to Islamabad 16-17 Feb 2012.

Canada committed to long-term Afghan support

January 31, 2012

KABUL – Deputy Foreign Minister Jawed Ludin received Canadian Deputy Minister of Foreign Affairs and International Trade, Morris Rosenberg, at the Foreign Ministry this afternoon.

Ludin expressed the gratitude of the Afghan government and people for Canada’s support to Afghanistan’s security and development over the past decade.

“There is an intimate appreciation of Canada’s engagement in Afghanistan over the past ten years among our people and government,” Ludin said. “And this has come at the cost of great Canadian sacrifices for the security and the generous assistance of Canada for the development of Afghanistan.”

Rosenberg reiterated Canada’s most recent commitment from the International Afghanistan Conference in Bonn to long-term engagement with Afghanistan and continued development support to the country.

“This is a deep and multi-faceted relationship. The sacrifices that Canada has borne here speak to our past and present commitment to Afghanistan,” Rosenberg said. “We’ll be here after 2014.”

A total of 195 Canadian soldiers have lost their lives in Afghanistan over the years. Today, with nearly 1000 soldiers in the country, Canada is the second-largest contributor to NATO’s training mission for the Afghan national army and police. Canada has so far provided a total of nearly $2 billion to Afghanistan’s reconstruction, with an additional pledge of $720 million for the period 2011-2014.

Morris was accompanied in the meeting by the Charge d’Affaires of Canada in Kabul, Shelly Whiting, Graeme McIntyre, director of the Afghanistan Task Force at the Canadian Department of Foreign Affairs and International Trade and Lt Gen Stuart Beare, commander of Canadian Expeditionary Force Command.

Peace is the “most important and most urgent” aspiration of the people of Afghanistan

 Kabul-Jawed Ludin Deputy Foreign Minister for Political Affairs and Mac Grossman Special Representative of the United States of America for Afghanistan attended a joint conference at the Ministry of Foreign Affairs.

Welcoming Mr. Grossman, Mr. Ludin briefed the session on the deep and extensive relations between the two countries, including the support for Afghanistan’s peace process, and the main meetings on Afghanistan in the coming months – including the NATO Summit in Chicago the meeting of the foreign ministers of the “Heart of Asia” region in Kabul linked with Istanbul Process in June and Tokyo International Conference in July this year. 

On the peace process Mr. Ludin said that peace is the “most important and most urgent” aspiration of the people of Afghanistan, and the Government of Afghanistan is fully committed to realizing Afghan people’s aspiration.

Ludin added that, as the President of the Islamic Republic of Afghanistan has previously made it clear, the Afghan government is an agreement on the establishment of the Taliban Office in Qatar in order to conduct practical negotiations, but made it clear that the office has not yet been established.

He added that to establish such an office, first, it is necessary to conduct direct negotiations between the Islamic Republic of Afghanistan and the government of Qatar and there be a clear understanding between the two countries in the context.  Hence, the Afghan Government is looking forward to having direct discussions with the Government of Qatar and is welcoming the visit of the delegation from Qatar to Kabul for this purpose in the near future.

Mr. Grossman who over his two-day visit to Kabul had meetings with the President of the Islamic Republic of Afghanistan, the Foreign Minister and members of the High Peace Council said that the Government of the United States of America supports the peace process.  He said that, “Now is the time that the efforts for the establishment of the Taliban Office in Qatar be directed at facilitating direct dialogues among Afghans to secure peace”.

 Opening Ceremony of Foreign Languages Training Centre at the MFA

 January 21, 2012

KABUL - The opening ceremony of the USAID -funded Training Centre of Foreign Languages at the Ministry of Foreign Affairs was held this afternoon.

The centre ribbon cutting ceremony was attended by Mr. Hazrat Wahriz Director of the Institute of Diplomacy, Geoffrey Odlum, Deputy U.S. Ambassador in Kabul and Jed. E. Barton, Deputy Head of USAID in Afghanistan.

The Training Centre is comprised of three classrooms, a study centre and an administrative section equipped with wireless internet and will be utilized for the purpose of capacity building of MFA employees. The construction of the centre took three months and was completed at a cost of $120.000. 

The centre was a part of a USAID project to improve the administrative and technical systems of the MFA.  It was implemented over a one year period by MSI at a cost totaling $4 million aiming at carrying out studies on the current situation and the improvement of the conditions and administrative and technical facilities. 

The Ministry of Foreign Affairs is grateful for the cooperation and assistance of the United States of America.

MFA condemns the recent violence against Afghan women

KABUL - The Ministry of Foreign Affairs of the Islamic Republic of Afghanistan, emphasising our commitments to International Human Rights, condemns the violence against women over the last few months and is determined to eliminate the dark shadow from our country.

Given that the teaching of the Holy Quran and the Hadith of the Prophet Mohammad (PBU) emphasize on the humane treatment and the protection of the dignity of women, the Ministry of Foreign Affairs of the Islamic Republic Afghanistan stresses that the fight against this phenomenon should continue in the following efficient ways:

-          The justice and judicial organs of the country should take proactive measures in intelligence, pursuance, capturing and sentencing of those behind such inhuman acts so that while contributing to the elimination of violence against women they could honor our country in the international community.

-          The Ministry of Haj and Religious Affairs and the Council of Ulema of Afghanistan using their influence should refer to the special place of women in Islam and condemn any type of violence against women.

The Islamic Republic of Afghanistan, abiding by the provisions of the Universal Human Rights Declaration international Civil and, Political Convention and the Convention on the Prevention of All Forms of Discrimination Against Women and recalling the implementation of values enshrined in the Constitution and Prevention of Violence Against Women law is reaffirming its firm determination to the elimination of violence against women in the country.

H.E. Dr. Zalmai Rassoul’s meeting with Mr. Jan Kubis

January 18th, 2012

 

Kabul-H.E. Dr. Zalmai Rassoul Minister of Foreign Affairs of the Islamic Republic of Afghanistan met with Jan Kubis the Special Representative of UN Secretary General to Afghanistan and Chief of UNAMA today morning at the Ministry of Foreign Affairs.

The Foreign Minister appreciating the role of UNAMA in the reconstruction and security of Afghanistan, said he hoped the support of the UN with Afghanistan will continue.  He added that a country that has been through three decades of war and has embarked on the long journey of reconstruction and securing stability requires the cooperation of the international community and international organizations such as the UN.

Addressing Mr. Kubis, the Foreign Minister said, “The role that UN will play will be more crucial, particularly when it comes to the transition and peace processes, and the regional situation.  In this context, your arrival and your appointment are important for us, particularly given your personality, the trust of the Secretary General in you and the knowledge you already have about Afghanistan and the broader region.”

Mr. Kubis said “ he was grateful for getting the opportunity to meet the FM soon after his arrival in Kabul and assuming his new job.”

“I am here as a partner to you and to Afghanistan. I intend to conduct close consultations with the Ministry of Foreign Affairs as I develop UNAMA’s operational plan under the revised mandate from the UN Security Council.”

He once again assured that the UN assistances to the people of Afghanistan will continue.

Prior to assuming his current position, Mr. Kubis has worked as the Executive Director of UN Economic Commission in Europe and UN Deputy Secretary General, Minister of Foreign Affairs of Slovakia in 2006 to 2009, and Secretary General of Organization of Security and Cooperation in Europe (OSCE).

H.E. Dr Najibullah Mojadadi the Amabassdor Extradordinary and Plenipotentiary of the Islamic Republic of Afghanistan to the United Arab Emirates during a meeting with H.H. Sheikh Saif bin Zayed Al Nahyan, the Deputy Prime Minister and the Minister of Interior of the United Arab Emirates at His Highness' office in Abu Dhabi.

In this meeting bilateral relation and cooperation between the two brotherly countries and the ways to further develop them were reviewed.

Ministry of Foreign Affairs Statement

 Kabul- Regarding the recent reports on the meeting sponsored by the Aspen Institute in Berlin and attended by a number of Afghans, the Government of the Islamic Republic of Afghanistan is against any actions, statements and gatherings which run contrary to the spirit of national unity and the principles enshrined in the Constitution of Afghanistan.

In this context, the Afghan of the Islamic Republic of Afghanistan considers the role of foreign individuals and institutions as direct interference in the internal affairs of Afghanistan, condemns it, and makes clear that such actions must not be repeated in the future.

کابل- در ارتباط به گزارشات اخیر در مورد جلسه یی که به اشتراک یک تعداد افغانها از جانب انستیتوت اسپن در شهر برلین دایر گردیده بود قابل یادآوری است که دولت جمهوری اسلامی افغانستان مخالف هر گونه اقدامات، اظهارات و جلساتی می باشد که در مغایرت با روحیه وحدت ملی و اصول مندرج قانون اساسی افغانستان باشد.

در این زمینه دولت جمهوری اسلامی افغانستان نقش افراد و نهاد های خارجی را مداخله در امور داخلی مملکت تلقی نموده آن را تقبیح می نماید، و تصریح می دارد که چنین حرکت باید در آینده تکرار نگردد.

Second preparatory meeting of the Istanbul Conference held in Kabul

KABUL – The Ministry of Foreign Affairs of the Islamic Republic of Afghanistan today hosted the second preparatory meeting for the Istanbul Conference on regional Cooperation.  Senior representatives of the governments of the Islamic Republic of Afghanistan, the People’s Republic of China, the Republic of India, the Islamic Republic of Iran, the Republic of Kazakhstan, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Kingdom of Saudi Arabia, the Republic of Tajikistan, the Republic of Turkey, Turkmenistan, the Republic of Uzbekistan and the United Arab Emirates gathered today in Kabul for the second preparatory meeting of the "Istanbul Conference for Afghanistan: Security and Cooperation in the Heart of Asia" scheduled for November 2, 2011 in Istanbul under the joint chairmanship of Afghanistan and Turkey.

 

The aim of the day-long meeting was to move closer to an agreement on the outcome sought from the Istanbul Conference. During the morning session, participants of the region shared their governments’ views on the overall aim of the Conference and confidence-building measures coming out of it. 

“The Istanbul Conference is an opportunity for us in Afghanistan and the region to give real meaning to a slogan that has been repeated around for many, many years, which is that Afghanistan’s peace and prosperity is connected to the peace and prosperity of the region and the region’s to Afghanistan,” said Deputy Foreign Minister Jawed Ludin, who chaired the meeting.


Later in the day, the meeting was also attended by representatives from outside the region and from the European Union, including members of regional organizations whose presence was an expression of full support for a regionally-owned initiative. 

“Today’s meeting was a good step towards a better understanding amongst the countries of the region,” said Ludin. “We in Afghanistan look forward to a constructive outcome in Istanbul, an outcome that includes a decision to follow up on our decisions at the conference.”

In honor of martyr professor Burhanudin Rabbani, the head of High Peace Council and the former president of Afghanistan, the Embassy of Islamic Republic of Afghanistan in UAE half raised  the National Flag of Afghanistan for three declared national mourning days and opened a condolence book in the embassy.

On this occasion Ambassadors and Charge de'affaires  of 36 countries in the UAE expressed their sympathy and condolences in writing to the people and the government of Islamic Republic of Afghanistan for their great loss. (Sep.27, 2011)

Kerry Condemns Assassination of the Head of Afghan Peace Council

 

Washington, DC – Senate Foreign Relations Committee Chairman John Kerry (D-MA) today reacted to news of the assassination of former Afghan President Burhanuddin Rabbani, who played a pivotal role in trying to help broker peace:

 

“Former President Burhanuddin Rabbani’s assassination is a great setback for the cause of peace and reconciliation in Afghanistan. I extend my condolences to President Rabbani’s family and to all those killed and injured in today’s cowardly attack in Kabul,” said Chairman Kerry. “Former President Rabbani was a historic figure who fought the Taliban in the 1990s and who continued to work for peace and stability as the head of the High Peace Council. Afghanistan’s enemies want to use his death along with other previous attacks to destabilize the region. We cannot let that happen. Too much is at stake for the people of Afghanistan and the country’s future.”

Obama, Karzai say undeterred by killing of Rabbani (Reuters)

 

NEW YORK (Reuters) - President Barack Obama September 20 condemned the killing of the head of Afghanistan's High Peace Council, former President Burhanuddin Rabbani, and vowed it would not stop the United States from pressing on with its mission there.

     Afghan President Hamid Karzai, at the start of talks with Obama on the sidelines of the U.N. General Assembly, said Rabbani's death "will not deter us" from continuing the quest for peace.

     Rabbani, who had been tasked with trying to negotiate a political end to the war with Taliban insurgents, was killed at his home Tuesday.

نیویورک (رویترز) – رییس جمهور باراک اوباما به تاریخ 20 سپتمبر کشته شدن رییس شورای عالی صلح افغانستان و رئیس جمهور اسبق افغانستان، آقای برهان الدین ربانی را محکوم کرد و وعده کرد که این عمل ماموریت ایالات متحده را در این کشور متوقف نخواهد ساخت.

آقای کرزی رییس جمهور افغانستان در آغاز گفتگو هایش با باراک اوباما در حاشیه ی نشست مجمع عمومی سازمان ملل متحد گفت که مرگ ربانی ما را از ادامه تلاش برای آوردن صلح "باز نخواهد داشت".

ربانی، که وظیفه ی تلاش ها برای مذاکره برای یافتن راه حل سیاسی به پایان دادن به جنگ افغانستان را با شورشیان طالب به عهده داشت، به روز سه شنبه در خانه اش به قتل رسید.

 

STATEMENT BY SECRETARY CLINTON

Assassination of Afghanistan High Peace Council Head Professor Burhanuddin Rabbani

The United States condemns in the strongest terms the assassination in Kabul of Professor Rabbani, the former President of Afghanistan and head of the High Peace Council. We extend our condolences to his family, and to all the people of Afghanistan, including those who were injured, and the families of those who lost their lives.

We will support the Afghan government as they pursue the ones responsible for this cowardly attack and bring them to justice. And we will continue to increase pressure on al-Qaida and the Taliban. We have always known that there are those who will do all they can to undermine the cause of peace and reconciliation. We will see more violence before this is over.  But the Afghan people will not be deterred from pursuing a more peaceful, democratic future for their country and we will continue to stand with them and support their efforts.

کشته شدن رییس شورای عالی صلح افغانستان، پروفیسور برهان الدین ربانی

 

ایالات متحده با شدید ترین الفاظ کشته شدن پروفیسور ربانی، رییس جمهور اسبق افغانستان و رییس شورای عالی صلح را در کابل محکوم می کند. ما تسلیت مان را برای خانواده ی او و به تمام مردم افغانستان به شمول کسانی که زخمی شده اند و به خانواده های کسانی که جان های شان را از دست داده اند، به عرض می رسانیم.

 

ما دولت افغانستان را در پیگیری مسوولان این حمله بزدلانه و کشانیدن شان به عدالت، حمایت خواهیم کرد. و ما بر فشار های مان بر القاعده و طالبان خواهیم افزود. ما میدانیم کسانی هستند که هرچه میتوانند انجام می دهند تا روند صلح و مصالحه را نابود سازند. ما شاهد خشونت های زیادی، پیش از این که این تلاش ها به اتمام برسند، خواهیم بود. اما مردم افغانستان از رفتن به سوی یک آینده صلح آمیز و دموکراتیک برای کشور شان باز نخواهند ایستاد و ما در کنار آنان خواهیم بود و تلاش های شان را مورد حمایت قرار خواهیم داد.

Indian Foreign Minister shocked, condemns assassination of Chairman Burhanudin Rabbani September 20, 2011 Statement by EAM Sh. S. M. Krishn

“ I am shocked to receive news of the assassination of Chairman of the High Peace Council and former President of Afghanistan Professor Burhanudin Rabbani, earlier today.

 

I fondly recall my meetings with him in Kabul and again in New Delhi last July, when he had shared his vision of a harmonious and prosperous Afghanistan. Tragically, the forces of terror and hatred have silenced yet another powerful voice of reason and peace in Afghanistan. We unreservedly condemn this act of great brutality.

I offer my deepest condolences to and solidarity with the members of the family of Prof. Rabbani and the people of Afghanistan. I would also like to reiterate the steadfast support of the people and government of India in Afghanistan’s quest for peace and efforts to strengthen the roots of democracy”.

وزیر امور خارجه هند در کمال به سر بردن در تکانه ی روانی، کشته شدن رئیس برهان الدین ربانی را محکوم می کند 20 سپتمبر 2011

"من با دریافت خبر کشته شدن رئیس شورای عالی صلح و رئیس جمهور اسبق افغانستان پروفیسور برهان الدین ربانی صبح امروز دچار تکان شدیدی شدم. من مشتاقانه دیدارم با او در کابل و سپس در دهلی جدید در ماه جولای را، هنگامی که او دیدگاه هایش را در مورد یک افغانستان کامگار و پیروز را با من در میان می گذاشت، به خاطر می آورم. غمگینانه باید بگویم، نیروهای ترور و نفرت یکی دیگر از صداهای نیرومند استدلال و صلح را در افغانستان خاموش ساختند. ما به صورت قطع این عمل وحشیانه را محکوم می کنیم.

من تسلیت عمیق ام را در کمال غمشریکی با اعضای خانواده ی پروفیسور برهان الدین ربانی و و مردم افغانستان ابراز می دارم. همچنان می خواهم حمایت های پابرجای مردم و دولت هند را در زمینه تلاش های افغانستان برای صلح و تقویت ریشه های دموکراسی در آن کشور، یکبار دیگر تصریح کنم."

SECRETARY-GENERAL DEEPLY SHOCKED BY DEATH OF FORMER AFGHAN PRESIDENT, CHAIRMAN

OF HIGH PEACE COUNCIL, BURHANUDDIN RABBANI, IN KABUL BOMB ATTACK

The following statement was issued today by the Spokesperson for UN Secretary-General Ban Ki-moon:

 

I am deeply shocked by the death of Professor Burhanuddin Rabbani, former President of Afghanistan and Chairman of the High Peace Council in a bomb attack at his house in Kabul.  I am saddened to hear that Minister Masoom Stanekzai, Head of the Joint Secretariat, has been injured, and other civilians have also been killed or injured.

 

I condemn in the strongest possible terms this attack on people who were working to bring peace in Afghanistan.  I extend my heartfelt condolences to the families of the deceased and wounded.

 

I would like to reiterate that the United Nations remains committed to supporting Afghanistan and its people in attaining peace and stability and to working in close cooperation with them.
